Emphasizing equity and environmental justice, the NOFO will encourage participation from underserved communities and underrepresented institutions, such as Historically Black Colleges and Universities (HBCUs), Tribal Colleges and Universities, and other Minority-Serving Institutions. Applicants will be required to submit a Community Benefits Plan (CBP) addressing key objectives: diversity, equity, inclusion, and accessibility (DEIA); contributions to the Justice40 Initiative; and workforce development.
