Opportunity Information: Apply for OFOP0001689

The U.S. Embassy to the United Kingdom, through its Public Diplomacy Section (PDS), is offering funding under its Fiscal Year 2025 Annual Program Statement to support projects that strengthen U.S.-UK ties. This opportunity is designed to back public diplomacy programs that increase mutual understanding and advance shared priorities between the two countries during the FY2025 performance period, which runs from October 1, 2024, through September 30, 2025. Awards are made as cooperative agreements, meaning the Embassy may remain actively involved in shaping or overseeing aspects of the project during implementation.

Funding requests must fall within a strict budget range: proposals below USD 10,000 or above USD 100,000 will not be accepted. The published award ceiling is USD 100,000. The opportunity is listed as discretionary funding under Funding Opportunity Number OFOP0001689, CFDA 19.040, and is administered by the U.S. Mission to the United Kingdom. The application closing date is August 15, 2025.

Eligibility is broad but focused on entities that can credibly deliver public-facing programming and contribute to bilateral engagement. Applicants may include individuals, nongovernmental and not-for-profit civil society organizations, not-for-profit think tanks, government institutions, and not-for-profit academic institutions. The common thread is that proposed activities should be clearly positioned as benefiting U.S.-UK relationships and advancing Embassy public diplomacy goals.

To be competitive, every proposal must align with at least one of the Embassy priority program areas and must include a clear U.S. element or connection. The Embassy highlights three main strategic themes: Democracy and Shared Values; Global Challenges; and Climate Change, Science, and Technology. A U.S. element can take many forms, such as collaboration with U.S. experts, U.S. organizations, U.S. universities, cultural institutions, or other American partners, as long as it meaningfully supports the program goal of improving understanding of U.S. perspectives, policies, or approaches in the relevant field.

The types of activities the Embassy is looking to fund are practical, public-oriented, and geared toward dialogue, skills-building, and exchange. Examples include academic and professional lectures, seminars, and speaker programs; artistic and cultural workshops, joint performances, and exhibitions; professional and academic exchanges or collaborative projects; and professional development workshops and training. These examples are illustrative rather than limiting, but proposals should remain clearly within the public diplomacy lane and be structured to deliver visible engagement outcomes.

A required feature across all projects is a public-facing component. Programs should be designed to reach audiences across the United Kingdom, including England, Northern Ireland, Scotland, and Wales, rather than being concentrated only in London. The Embassy also signals special interest in projects that meaningfully engage young people, particularly audiences aged 18 to 35, and in activities that reach regions outside London. In practice, that suggests applicants should build in accessible public events, outreach, media or digital engagement, partnerships with regional institutions, or other mechanisms that broaden participation and extend the program impact beyond closed or invitation-only circles.
