Eligible applicants at the federal submission level are state governments (including the 50 states plus American Samoa, the District of Columbia, Guam, the Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands). While only the state lead agency can apply to NPS, awarded funds may be sub-awarded by the state to eligible entities. Those eligible sub-recipients can include other state or territorial agencies, local political subdivisions (such as counties, municipalities, towns, townships, parishes, special districts like park districts, school districts, councils of governments, and similar local governmental bodies), and Indian tribes. Individuals, private organizations, and most nonprofit organizations are generally not eligible, though there can be limited exceptions for nonprofits that are publicly chartered under state or local law to carry out a public purpose (for example, entities established to manage a park or park district).
